House passes measure to chillestablishment-clause lawsuitsBy Robert Marus
WASHINGTON (ABP) -- After impassioned debate on the separation of church and state Sept. 26, the House of Representatives passed a bill that would make it harder to sue the government for violations of church-state separation.
House members voted 244-173 in favor of H.R. 2679, called by supporters the "Public _Expression of Religion Act." In cases involving the First Amendment's establishment clause, the proposal would prevent federal courts from requiring government entities to reimburse the legal costs of the individual or group that sued the government agency -- even though the agency was found in violation of the constitution.
The establishment clause bars the government from endorsing or inhibiting religious groups or doctrines. Currently, federal judges routinely require the government entity to pay the legal expenses of a plaintiff who successfully asserts an establishment-clause violation.
Supporters contended that the bill would keep special-interest groups such as the American Civil Liberties Union from "abusing the system" when filing challenges to government actions that may endorse religion.
"Too often today, overzealous courts have infringed an individual's right to worship," Rep. Phil Gingrey (R-Ga.), a supporter of the measure, said on the House floor. "These attacks on our religious heritage are frivolous."
But opponents said it would have a chilling effect on the ability of religious minorities to defend their freedoms.
"Mr. Speaker, let's be clear -- there's nothing benign about this bill. This bill makes it more difficult to enforce the First Amendment to the Constitution and the very words thereof designed to protect the religious freedom of every American," said Rep. Chet Edwards (D-Texas).
Without such reimbursements, many church-state separationist groups and other civil-rights groups could not afford to file such lawsuits in the first place.
The bill's chief sponsor, Rep. John Hostettler (R-Ind.), said some such groups file lawsuits and use the threat of hundreds of thousands of dollars in legal fees to pressure municipalities and states into settling before the case reaches court.
"Without that ability for the ACLU and others to go into these closed-door sessions and say to the mayor…we're going to sue, we're going to win, and you're going to have to pay our attorneys' fees, these cases will go to court," Hostettler said, referring to the American Civil Liberties Union.
But Rep. Jerrold Nadler (D-N.Y.) asked the bill's supporters if they would feel the same way about limiting attorneys' fees in such cases if government agencies were being sued for advancing other religions.
"Let's assume in some town Sunni Muslims became a majority. And let's assume that everyone in that town…was forced to recite 'There is but one God, and Allah is his name,'" he said, quoting Islam's most common affirmation of faith.
"They think that only the majority religion is ever going to be in the position to dominate the local government or any government. Maybe so, but the whole reason we have the First Amendment is because you can't be sure."
Although a companion bill has been introduced in the Senate, that body is virtually certain not to address it before Congress ends its current term.

Pure Joy

James 1:2-3 says "consider is pure joy, my brethren, when you encounter various trials, knowing that the testing of your faith produces endurance." This fits hand in hand with yesterdays scripture in Philippians 1:21 "For to you it has been granted for Christ's sake, not only to believe in Him, but also to suffer for His sake," We often believe that sufferings are altogether a bad thing, yet as we see here they can and should be used to benefit God's Glory!!! This will be a short post as it was a long sermon yesterday. We don't need to go looking for sufferings, yet at the same time we should consider it "pure joy" as we are growing in our faith and glorifying Christ!!! So the next time you are going through a particular struggle look at how to glorify Christ, and at the same time listen to the gentle breeze.

Lord's Supper

This is just an FYI, Trinity Baptist Church in Pleasanton Texas is having the Lord's Supper this Sunday October 1st. We will observe this Ordinance in the Morning Service which begins at 10:45. I'm looking forward to seeing everyone there.

REVIVAL

I had over heard a few people comment that they selfishly got out what they put into the revival, which is their own personal refilling. I contend that this is not selfish but more Biblical. Remember Moses on Mount Sinai, remember Elijah on Mount Carmel, remember Christ in the Garden, remember Christ at several different opportunities getting alone with God. This is a must, especially in today society. We have to not just slow down but actually stop! and spend time with God. We need to be refilled, rejunivated, revitalized or we can't do anyone else any good. It is times like these that I remember verses like, Psalm 46:10 "Be still and know that I am God" or Psalm 69:32 "The humble have seen it and are glad; You who seek God, let your heart revive"or who could forget Psalm 85:6 "Will You not Yourself revive us again, That Your people may rejoice in You?" These are but a few great verses on revival. God send revival so that His children can and will be refilled and then go out and fulfill the God given mission, taking His message of Good News to other so that they too might come to know Him!"

Revival September 15-17

Revival is a time where we set aside time for God. Yes I know that this should be done daily be each and everyone of His children, but just like the nation of Israel we get away from what we should be doing. One of the verses that we used at the Cottage Prayer meetings was II Chronicles 7:14 which says: "and My people who [Lit over whom My name is called] are called by My name humble themselves and pray and seek My face and turn from their wicked ways, then I will hear from heaven, will forgive their sin and will heal their land." In chapter 6 Solomon had asked God for provisions for the people when they sinned, and God answered with four conditions for this forgiveness:

1) Humble yourself by admitting your sins
2) Pray to God asking for forgiveness
3) Seek God continually
4) Turn from your sinful behavior

So as we see here repentance is more than just asking, we must first be humble, and then be willing to except what God has given and the change. Many in today's society do not want to be humble or to change, they want God to move around them, but not change them. How many times I have heard someone say; "God I need your help in changing so and so, if fixing this other situation, in making them change, making them humble." Very seldom I have heard someone ask God to humble them selves and change their own hearts. We have control over ourselves, and how we approach God, what we don't have is the ability to change someone else. I bet God did that just so that we would focus on getting the plank out of our eye and not worry about the tooth pick in someone else's eye (Matthew 7:3) Loosely translated.
